Job SummaryThis position has access to and knowledge of
extremely sensitive, private, and confidential materials. Ability
to maintain the highest standard is required with zero
tolerance.All the primary duties within this document will be
performed according to established policies, procedures and
guidelines within the department and the Medical Center.Works under
the supervision of the Laboratory Manager. The phlebotomy
supervisor will be responsible for ensuring the laboratory
phlebotomy section is operating in compliance with all accrediting
agencies' standards. Their responsibilities will be approximately
80% work performance and 20% management of operations and
processes. Responsibilities include: establishing and maintaining
accurate and compliant policies, procedures and protocols related
to sample collection and phlebotomy practices; supervision
(clinical) of the phlebotomy team; timely review of periodic
reports/temp logs and other data related to phlebotomy, and
performs tasks in a safe manner and in accordance with all safety
and health programs. The phlebotomy supervisor acts as a resource
for patient caregivers, laboratory management, the medical
director, and the laboratory staff. -COMPANY DESCRIPTIONFrye
Regional Medical Center, located in the beautiful foothills of
North Carolina is a 355-bed acute care hospital, 81-bed Behavioral
Health facility and more than 70 primary and specialty care
providers.Essential Functions1. Supervises and coordinates the
operations of phlebotomists and lab assistants and administers
policies and procedures to provide direction to effectively manage
the laboratory services.--- Ensures processes and systems are
efficient and cost-effective, staffing levels are appropriate and
deliver quality services while meeting financial/productivity
thresholds.--- Remains current on regulatory, legal, and corporate
expectations and ensures compliance.--- Maintains policies and
procedures to provide direction and effectively manage the
phlebotomy area.--- Prepares, participates in and is responsible
for department achieving accrediting reviews (JCAHO, CAP, CLIA,
etc.)--- Monitors overall supply usage and inventory levels to
achieve cost containment goals and targeted inventory turnovers.---
Oversees department maintenance/safety.2. Directs the training of
phlebotomy staff and any Laboratory affiliated students to ensure
that they are trained to deliver quality services.--- Maintains
knowledge regarding the duties and responsibility of all persons
supervised, so able to offer expert advice, guidance, training etc.
to assist staff members in performing their jobs and assist
directly, when necessary.--- Utilizes and teaches accepted
procedures and techniques for collecting, receiving, and processing
laboratory specimens.3. Ensures laboratory competency in
performance and reporting of proficiency testing by maintaining and
reporting appropriate documentation of data as required by
accrediting agencies and hospital policy.4. Ensures adequate
staffing in the laboratory through proper scheduling while
maintaining excellent service and high productivity.5. Interacts
with other members of laboratory leadership to ensure services of
the departments managed are effective in meeting their goals,
objectives, and budget targets.--- Actively participates in
meetings, committees, and projects.--- Meets annual expectations
for attendance at Ethics, Forums, department meetings and other
required training/workshop sessions.--- Takes initiative for
self-development and responds professionally to feedback from
supervisor to enhance performance.6. Monitors quality indicators
and recommends improvements in department processes and procedures
and actively participates in establishing, implementing, and
monitoring TQM/PI programs.--- Provides administrative staff with
periodic reports of quality indicators.--- Participates in Quality
Management meetings and improvement projects.7. Coordinates,
monitors, and educates staff on front office and receptionists'
duties.--- Answer incoming phone calls and greet customers in Lab
reception area.--- Perform necessary communication (via fax or
phone) between Lab and Physician/Provider offices to ensure testing
is ordered and reported correctly.--- Label and delivery of
Outpatient Specimens to Laboratory areas.--- Prepare and distribute
specimen containers and instructions to Outpatients.--- Process
orders on all Medicare patients through Compliance Checker prior to
order entry and follow all Medical Compliance rules to ensure that
appropriate paperwork is completed, and follow-up is taken when
necessary.8. Achieves departmental goals as defined by job
description.9. Adherence to all core measure initiatives, patient
safety goals, and NQF Safe Practices10. Other duties as assigned.

required. Associate or BS degree preferred.Required SkillsLicensure
/ Certifications: ASCP phlebotomy certification or Equivalent
required. MT/MLT certification preferred.Experience: 3 years of
experience as laboratory phlebotomist or
